Chilantra, Inc. was founded by Rebecca Zhou（周培佳）, a native of Shandong, China in 2010.

Rebecca is both a graduate of the Shandong University with a degree in history as well as being a graduate of the California State University with degrees in Accounting and International Business. Her professional career has included a number of Finance roles in the Real Estate Development, Insurance, Entertainment and Healthcare industries.

In recent years she has been working with Chinese enterprises and government bodies, in conjunction with US based businesses in finding and developing new commercial ventures. In relation to this role, she is an appointed Investment Representative for the City of Linyi, China. This is a thriving community in south east Shandong province, with a population of 10 million. As well as being a professional translator, Rebecca teaches Mandarin to both elementary school kids and adults. In partnering with schools in Marin county, CA by providing language courses, students can gain a valuable head start in mastering the basics of Mandarin, an invaluable business skill in later life.
